I think the yellow paper in the windscreen it's a notice from the police that says the car is abandoned and will be retired soon; astonkas can confirm us this

That's correct. The car is in really good condition, but it seems that the car dealer was closed and they left some of their cars on the street, so after some time the police put that yellow sticker with the notification.
