I wonder why Piraeus (just one city) received its own code ZN ?

@igorV7740 The regional unit of Piraeus consists of more than just the city, and in fact, it used to be an official separate region during the 1960s. Nowadays, the city of Piraeus and multiple areas and islands are all part of Attica. Since Attica is a massively populated region, especially compared to the rest of them, more administrative offices are needed. Even the city of Athens contains four of them, but they all give the same two-letter codes.
