Because the ambassador/high commissioners of countries in the UK have always had vehicles with "personalised" plates, referring to the country they're representing. Sometimes certain countries will have a small fleet of vehicles with these plates, whilst the diplomatic staff members will just drive with standard UK diplomatic plates accredited to the embassy of which they belong to.
Possibly because it's a bit attractive this way, owing to the way it's read. Before this spot ended up on PM I saw a photo of actor John Challis posing in front of this car as he applied to get Serbian citizenship. Too bad he died so soon :bad:
Actually a rather clever cherished plate because it mirrors the actual pronunciation of the country's name in Serbian as well as how it's written in it ( Srbija ) :D
