The letters allude to each city's name and since there aren't many (if any cities that start with Y or Z etc. they were given to Athens because the whole letter would be available

XM* was given at the very end of Athenian license plates, at least for the motorcycles, for unknown reasons. I think XM* was originally reserved for Piraeus, but half of them were distributed to Athens, due to the lack of remaining combinations. If that's the case for cars too, then after XH* comes XP*, then XT*, XY*, and XX*.
