I find YAZ a strange combination for Athens... Maybe it would be more logical for a capital city to start from AAA and finish with AZZ?

The letters allude to each city's name and since there aren't many (if any cities that start with Y or Z etc. they were given to Athens because the whole letter would be available

Athens was finished in cars with Y** & I** and some of Z**, and currently is giving X**. The most current combinations are XHB, XHK, XHN & XHP

Probably XM*, since XI* is for Hios and XK* is for Halkidiki

XM* was given at the very end of Athenian license plates, at least for the motorcycles, for unknown reasons. I think XM* was originally reserved for Piraeus, but half of them were distributed to Athens, due to the lack of remaining combinations. If that's the case for cars too, then after XH* comes XP*, then XT*, XY*, and XX*.
