Nope, unfortunately I'm not going to visit Tirana. I'm only flying there and from there I'm going to the sea cost. I just wanted to ask if you were able to get any license plates from there

If you're asking about license plates for collection, your unlikely to find any, I didn't get or see any, but you can try. If you're asking about spotting, you'll get some UK plates, a few US if you're lucky, and plates from nearby countries.
