Plate is not from Bregenz (B), Austria.
Licence plate frame is from Mahlow (near Berlin), so the plate is most probably a remade German export plate from Berlin (B), Germany.

German export couldn’t finish with 2 letters at the end.
100% Austria remade with a plate frame from Germany.

So the only thing that can be said for sure is that this austrian plate existed and was insured at the time of the spot:

However, it can't be confirmed if this vehicle was registered to this plate and if this is actually supposed to represent this austrian plate.
