Maybe they created a copy plate to protect the real ones from stealing, but it is a very rare crime in Hungary.

The red plate is actually used in Austria as a repeater, for example used on a bike rack (like this ÖAMTC picture).
It could be also used on a foreign trailer or a trailer, that needs to be exported to a foreign country.

Putting it straight on the car would be illegal in Austria.

Yes but there is 2 of them, and these red plates have no euroband on the corner.

Since April 2021 all red plates in Austria have the Euroband (prior to 2021, the plates were issued without the Euroband).
You can just buy two of the red plates, it's no problem. But putting them in the front and back and drive around would be not legal in Austria and you could be 100% sure, Police would stop you.
