These red plates have a second purpose:
Foreign trailers towed by Austrian registered vehicles carry the registration number of the vehicle in white on reflective red. This plate has to cover the foreign plate.
Red Plates are actually only used as bike rack repeater Plates since 2007, before that they have already been used exclusively for what I explained above since 1967
