Regarding to the tag "new letter combination" you can check clicking to "Table of..." button (it's available not for all plates format). And then you can see how many plates are in this combination. If there is only one plate in the table, then the tag is applicable.

There is nothing to answer, this "discussion" is over. The moderators will decide if and how to notify users of missing tags and other errors in their uploads, not you. What you can do if you find someone not applying tags is contact us and we will deal with the issue. Instead you choose to violate rules 1.3 and 1.4 and continue causing trouble in the public, so I would suggest you do not continue unless you want to be banned.
