You can buy a nice number from the current series? That sounds good, in Hungary the already produced plates can't be bought, the only chance to choose a number is if the officer is generous or accepts a bribe

Yes, most KAT (Bulgaria's DMV equivalent) will post an article when a new segment of custom plates is available (for example currently - BT 4001 KC to BT 5000 KC) and once it is depleted, the next one will be released.
They specifically save combinations such as 2227, 6699, 0001 etc. to sell as custom. All identical numbers (4444) cost 750 euro.

In Estonia, you can purchase any upcoming plate for 600 euros (standard or in the usual format eg 003 IAN), or any personalised plate with at least 1 letter + 1 number for 1450 euros (ANTENN1)

It's similar to Hungary, except the personalised plates, which cost the same, have a much more limited format
A custom plate from the regular series only costs 300-320 €, but only plates which haven't been in production yet are available.

Also boasting some of the world's worst limitations for personalized plates, such as needing to contain the district code, having 6 symbols mandatory and the incredibly small selection of letters matching between the latin and cyrillic alphabets.
