I might have spotted some Serbian diplomatic plates which have two leading zeros in serial digits (e.g. 37-A-001, 35-A-003 etc).

Frankly some week ago I saw license plates 32-A-001 and 35-A-001, all in Loznica of course.

Serbian diplomatic plates should have been added instead, but plans were suddenly changed. The next diplomatic plates to be added, are Swiss.

I bet it's because of how complicated they are, regarding creating the appropriate informer (since diplomatic plates involve region codes and year validation as well in the registration number). An example plate would be e.g. BG 144-A-001 21 - unnecessarily long.

Also worth noting is that diplomatic plates with codes P, M and E are not issued, because, in the document regarding vehicle registration (which I took several glimpses on), these letters aren't even mentioned at all (just the letter "A").

P.S. Note that two-row plates exist, as well as motorcycle ones, using the completely same format. In my opinion, denoting regional codes and year of expiry is just not necessary - plates would have looked neater without them.

We should display all information on Serbian diplomatic plates:
1. Two-literal geographic prefix
2. Diplomatic mission code.
3. Literal index for employee's status.
4. Serial nimber.
5. Year of issue.

It's interesting to me that Bulgaria is a common place for Ukrainian tourists. I always spot quite a few around in the summer in Burgas and assumed it was from the ferry from Odessa, but that doesn't seem to run anymore?

Varna is only 300 km from UA border. The hotels and food are cheep, the languages are similar. Why not?

I understand - I've already given an example of how it would look like. No wonder all this information is displayed on the windshield sticker together.
