I'm not too sure to be honest. One of the campervans was abandoned, the other 2 were surprisingly still on the road as I checked whilst I was there.
To be fair, it may be a warehouse worker as it was parked outside a warehouse and the police constantly catch tonnes of illegal foreign cars in this area - honestly it wouldn't surprise me. How did you find out when the insurance ran out?

The tires look a bit soft and there seems to be mold growing under it, at least from what I see.
Insurance I checked on this site but you have to keep entering earlier dates to try and catch the last insurance. Inspections are checked on this other site.

Thanks! Looking at the picture in greater detail it does seem to be slowly rotting. This isn't the safest area so something dodgy is probably going on either way.
