I thought that when I saw it, I thought "does 20 mean 2020?" Thank you for clarifying! Nethertheless, the truck was parked on a council estate and the road was full of RVs and campervans, rubbish skips, overgrown driveways, etc., it looked like a pretty dodgy place. Just around the corner was a Polish mercedes with german font plate on both front and back. In fact you can see a tiny bit of one of the RVs on the far right, it was a Ford E350(?) American camper. There were a lot of platesmania-worthy content!

I didn't want to hang around for too long because this was in the rotten part of town, I didn't wanna get confronted. Brierley is a very violent and ruthless place at any time of the day, I've experienced numerous bizarre altercations including a few Indian teenagers in a Polo giving me the wanker gesture and driving off. That's fine. I generally try not to photograph too many things at once in one place as not to look "sketchy". I understand you'd want to be careful especially in an area known for being "bad".
It looks like it has the standard Bulgarian license plate frames given by the local DMV's as well! It's a recognizable design. I'm still not sure why a fairly new right-hand drive truck like this was in Bulgaria and got exported (back) to the UK. RHD is nothing unusual in Bulgaria, but it's mostly vans, and the trucks/tippers tend to be older.
Of course there is always the other possibility, that these license plates have no relation to the truck at all, but there's no service I can use to prove that, unfortunately.
