I have wondered if it's someone who works here or moved here and brought their own car. It doesn't make fully sense, I guess. I haven't spotted many Bulgarians car in general though so it's interesting anyways.

It has technical inspection expired on 25.03.2022, so I suspect the last time it was in Bulgaria was 2021/2022. It's common for Bulgarian workers in Western Europe to bring their own cars, and it depends on how strict a country is how long they get away with keeping those cars on Bulgarian plates while technically working and residing elsewhere.
