The Punto was not offered in Canada, or North America for that matter. While it is not impossible that somebody exported it to Canada, registered it there, and is now visiting back with it here, the fact it's a pretty low spec utilitarian looking Punto would rather lead me to believe this is a "License plate without vehicle", meaning it is not registered to this car.

That’s what I thought as well, but then I remember it also had a same plate on the front and it was not having a Serbian license plate sticker on the windshield! I’m not sure what’s going on

In Canada the law is that a car must be at least 15 years old to import and register in Canada and this punto is way over 15 years old, so it is very possible to be real. It might be someone that liked the car, or had it and took it to Canada with him when he moved to Canada and then he repatriated back to Serbia with the car and left it registered on British Colombia.

Yeah I know. That's why I said it being a not perfect condition low-spec Punto makes it less likely that somebody paid a couple of thousand dollars to ship it to Canada and back. It's not impossible, yes, but highly unlikely.
