Sorry for the late response, but yes, that is most definitely it - that would be an awesome double if it was legible!
Where was it taken? My guess is maybe somewhere in Western Norway?

Ah, I forget that you do stuff a little differently "over there". It might have something to do with the slight difference in the number of people and cars?
Our plates from the '70s and '80s are still in circulation, and they follow the vehicle, not the owner.

Yeah, over here except for Newfoundland and Labrador they follow the owner, so older plates are very rare, and often times they are not legal to use on the road anymore.
