Both cars have strobe lights in the front grille and don't have liveries - so the tag does apply to them
They do have markings on the side, you just can't tell from the photos This one you can also see CAR 1 under the A pillar

Nice, so they changed it from "vehicle with flashers, w/o livery"? The tag now has two different meanings in Russian and English, lol

Nah, the tag said roughly the same thing that it still says in Russian, as noone calls these cars "unmarked" here.
But these are now two different tags tbh, as anything with a marking means no tag in English but anything without a livery means tag in Russian
