I am wondering because NE has a 100k lesd in pop than Solothurn and Solothurn is at 197xxx at the moment, wo figured that 170xx is pretty high for NE.
To me in this pic here it looks like the guy has also a Ferrari 488 and therefore this plate, but that's judt my opinion

Maybe Solothurn re-issues old numbers and Neuchâtel doesn't, that would be an explanation
But if you look at this gallery, there are plenty of NE 16X'XXX plates that don't seem to be personalized plates, so I'm pretty sure they reached NE 17X'XXX series already!
