He also don't need to be necessarily a citizen of the represented state. For example, it could be a Swiss citizen acting as a honorary consul of a foreign country. Honorary consuls are also granted only with limited diplomatic immunity, whereas diplomatic staff from an embassy or consulate have full diplomatic immunitiy.
