It is still one of some illegal right-hand drive vehicles that were converted into LHDs in the 1990s in order to obtain on-road registration qualification. This is not a Lexus ES300, the turn signal on the front fender and the wiper facing to the left shows that the car is a Toyota Windom.

Due to the creation of environmental protection city, most of old JDM vehicles disappeared in 2019 and 2020.Some can be found occasionally in old urban areas.

There are always people who violate the law. Old car smuggling is a huge industry in 1990-2000.

Right. And many people also bought their new car in Japan, imported the vehicles and then converted to LHD in China.
