Because you can transfer your plate from a previous car you owned to your new one, that's why you can often see brand new cars with plates that got discontinued years ago.

With black plates you can't. I never saw 2010s vehicles with black plates.
And interestingly there is a letter in the plate. Thing I only saw on Suzhou black plates.
