It's the red dot on the rear plate, here's a close-up.

The punched numbers indicate the year and month when the next MOT is due (STK - stanice technické kontroly, station of technical inspection, meaning the place you go to with your car, not the act of the inspection itself). The first MOT for new vehicles is after 4 years, then each 2 years periodically. Once the punched date has passed, the vehicle is not allowed on public roads, including parked vehicles (can be towed).

The green sticker was for emissions - but it was discontinued in circa 2014, because you can't get a MOT without passing emissions. You can still see this green sticker on some pre-2014 cars, but it's kind of rare nowadays, because the MOT people usually remove the green sticker, or cover it with a white sticker.
