The sticker is often used on German cars as well as British ones so there’s a high chance it’s ex German

You can't tell. Foreign cars also need this sticker for German inner cities, although not everyone does it.

German imports usually get left with the sticker with the original German plate, but also lots of people living close to German border have these stickers on their cars. So you'd have to get a close look at it. I have a little gallery of German imports here (self insert )

I tried zooming in on this photo and it looks like the text on the sticker matches the plate, and also the plate itself was issued in 2018, so I believe this one isn't from Germany.
