I allready tried to do so, Sometimes they can't be smaller due to the minumum resolution and maximum 4 MB upload size.

Most photo viewers have an option called resize/resample. If the cropped photo goes below the minimum resolution required, you can simply resample it to fit the target size.

Right. Cropping a photo will reduce the size in 99% of the cases. Even if not, MS Paint is the easiest way to resize photos, and it's free.

Paint.NET is a more advanced editor. It can crop, resize, blur, reduce noise, correct contrast and brightness of the picture. It's free too.
