It seems to be legal but it's definitely not standard procedure. You often see renewed DIN-Plates with new seals that stayed on the same car but transferring a DIN-Plate to a completely new vehicle is rather unusual. I guess you have to hope for courtesy of your local registration office.

So is this an original DIN plate, which previously was in another car, or it is a new/current registration plate made in DIN style?

It's a DIN-Plate that was previously on another car. When the owner got a new car he kept the registration number and was allowed to reuse the plate.
New registrations in DIN-Style are definitely not possible.
