It might be the case, but I think its unlikely. Like many diplomatic cars in Berlin, this was delivered through Mercedes' own ' Diplomatic Sales ' service. I think the car was specified in RHD, for when the car is exported to Botswana. The Botswanan embassy in Berlin has other newer cars with RHD too.

There is no side that is better or worse. I drive both RHD and LHD on wrong sides of the road all the time. Econimically the only difference is the resale value of vehicles.

It does become a problem if the majority of people have RHD vehicles in a RHT country. Overtaking and seeing around blind junctions can be a problem without a mirror system (I have one but I haven't seen many RHD vehicles with it) Vladivstok and far east Russia presuambly suffers a lot from this issue.
