I don't think that's supposed to be an Export plate. The number is far too high and I don't know if any LBS export plate are issued at all. (it's not its own district, just one variant of one)

I also considered that it was in fact LB-ST 8817. Since LB is a far bigger district and LBS-T 8817 would have to be chosen intentionally, since its an optional code, and its an unlikely combination to be chosen as such. We can't be sure though.
