Looks like one! Is not too unlikely, since Hawaii is home to many Military Sites, and this one military-owned too.

The US-forces in Germany have stopped distributing the German lookalike plates (AD, AF, HK), and HK is now being used for Heidekreis. There are still IF plates around though. KL DT 401 belongs to a person that serves either at Kaiserslautern oder Ramstein US base. The majority (or all) of those plates are square and small

Yes, that's why I meant. IF is really rare though, I have seen most of them in Kaiserslautern.
