This vehicle seems to be a "Picco 1" made in the former German Democratic Republic. The licence plate would be very fitting but I'm not really sure the registration is real since there are no seals present on the plate. The Picco was originially intended as a construction vehicle but who knows what it's purpose is today. I think there are even events every year in which modified Piccos are used to race against each other.

Thanks for clarifying this, never heard about this vehicle . Considering the plate, I had the same thoughts like you. There are no seals on it so there is no valid registration.
