New prefix WBG will be introduced by exclusive request:

I'm actually surprised that a district can just request a new prefix while also keeping the old one. A few years ago my district wanted to introduce a new prefix that was more representable of the districts name while also keeping the old prefix as optional. Back than the request was denied.

It seems however that the prefix WBG was only requested as a precaution because local officials fear that they are going to run out of available combinations for WOB plates. But at the moment they even say that the prefix WBG will probably never be used.

Wolfsburg City has population about 125,000. It's not enough for run out of combinations. But introduction of new prefix seems so strange.
For example, Rüsselsheim City (in the Groß-Gerau District) tried to request for a new such exclusive prefix (RÜ or RÜS), but request was rejected. Moreover, prefixes HU and WZ, initially assigned to special-status (not independent) cities of Hanau and Wetzlar, now became optional for entire districts of Main-Kinzig and Lahn-Dill (in Hesse).

The problem seems to be the growing number of electric and hybrid vehicles. Since there can only be eight characters on a german plate and four of them are already in use on an electric vehicle plate (WOB + E) this leaves only four characters for the actual registration. So there are only around 92000 available combinations for these kind of plates, which is still plenty from my point of view.

To distinguish electric cars, a green background should have been introduced instead of suffix letter E.

The E is kind of pointless anyhow, since in the forseeable future, there will be more Electric cars (at least as currently defined after German law) than normal ones. Especially as many companies now change to Plug-in Hybrid fleets, you can see loads of E plates everywhere now.

Re-introduction of old codes as optional will be enough in some districts using three-literal codes (CUX, FRI, HSK, LIP, MSP, MTK, SÜW).
