Not full vanity plates like other counties but you can choose the 1-2 letter + 1-4 number combination to the right of the seals, so in this case the “CH 199”.

The other part (BIT) is bound to where you live, although in some regions you can choose between 1-4 different identifiers. The owner of this car is from Eifelkreis Bitburg-Prüm and could choose either BIT or PRÜ.

Since a couple of years you can now transfer your full plate (including the region code) inside the whole country, so if you really want a plate in a different region you can just register there for a week or so, register your car there too, and then move back while keeping the plate, so - in theory - the owner doesn’t have to necessarily live in Bitburg/Prüm.
