Corruption is everywhere, but I am not so sure if this is an example of it. Since plates belong to the owner and not to the car in Germany, I think these plate-swaps are perfectly legal. It wouldn't be possible here in the Netherlands, where plates belong to the car instead of the owner.

Doesn't matter, could also have just de-registered the bus, then the plate goes back into normal circulation.
