Corruption is everywhere, but I am not so sure if this is an example of it. Since plates belong to the owner and not to the car in Germany, I think these plate-swaps are perfectly legal. It wouldn't be possible here in the Netherlands, where plates belong to the car instead of the owner.no corruption in germany?

Doesn't matter, could also have just de-registered the bus, then the plate goes back into normal circulation.
