I don't really know the German system, does this red dealer plate mean that the bus has lost the "oldtimer" status or just the previous license plate?
In Germany, the registration number does not belong to the car but to the owner, so if you sell your car, it will receive a different registration number. An H-plate is indeed for old-timers, an old-timer must then meet many requirements, and I believe it must also be inspected. Now the bus has a 07 license plate, according to wikipedia:
Red number plates with the serial number 07 can also be issued to private individuals, but only for vehicles that are at least 30 years old. Before March 1, 2007, the red number plate 07 was also intended for youngtimers that were at least 20 years old.
The license plates may only be used for test drives and exercise drives, test drives for car sales and travel to car meetings; for regular participation in road traffic, these vehicles must have a regular registration or a vintage registration. As proof, a vehicle registration booklet for red vintage number plates according to the model in Appendix 10a FZV is provided. The registration number may only be used on the vehicles for which it was issued.
Depending on the registration office, up to ten vehicles can be approved for each red 07 number, but in other cases any number of vehicles can be approved. Several number plates with the same number can also be issued, for example a large elongated one for a car and a small square one for a bicycle. This license plate is fiscally privileged and insurance companies often offer favorable rates for it. The documents to be submitted for approval may differ per admission office.
The red number plate 07 is not only valid in Germany. Due to international agreements with various countries, vehicles with such number plates can also be used abroad.
On this basis, the red registration plate 07 is valid like any other German registration plate in the Contracting States under the following conditions:
The data is entered in the registration certificate by the authority (registration office) and this is documented in the registration book (official stamp).
The registration number may also only be used abroad for the purposes permitted in Germany, i.e. test drives, transfer drives, workshop and adjustment trips as well as trips to and at old-timer events.
