No, 9.III.2023 means 9th March 2023. Using roman numbers for the month was and is especially common in Yugoslavia/ former Yugoslavia. The advantage is that the month is clearly marked while with 09-03-2023 it could either be 3rd September or 9th March, depending which way you read it.
