That's right! In addition, there's several categories of cars which don't need a sticker. Historic vehicles are exempt from a certain age (I think it's 30, but I'm not sure) and there's a few other exceptions as well. Plus, if you don't ever travel to an Umweltzone, like you said, you don't need a sticker.
