DIN license plates were issued until 2000. H license plates were introduced in 1997. So it is either from that time (unlikely, the registration offices that still issued DIN usually also stuck old seals on it), or the owner asked nicely (depending on the registration office and staff, they still do this today) / knows someone, or he registered it online, which means that he received the seals by mail and applied them to a DIN license plate (which can be ordered online). However, the latter is also unlikely because AFAIK there are no solid seals (Feststoffplakette) issued in online registrations.

So Tl ;D r the likeliest is that he just asked or knew someone, but generally speaking there are other ways to obtain these plates as well.

Between the years 2010 and 2012 there were two states (Bremen and Hesse) who officially allowed this. For an extra fee of around 100€ you could get H-Plates in the old DIN-Style. This practice however was stopped relatively soon after it became clear that this was against official regulations. Vehicle licensing is mostly handled by the individual states but they still have to follow the rules set by the federal regulations.

Historic DIN-plates from other states do exist (like we see here obviously) but they are most likely not issued according to regulations and you can even be ordered to exchange them for other plates.
One example: In 2011 two vehicles were officially "mistakenly" registered on plates without Euroband in North Rhine-Westphalia (In Paderborn district I think). This was reported to the authorities in 2012 and the owner was ordered to replace the plates. He really didn't want to do this so he went to court but eventually lost his case. -> https://openjur.de/u/641006.html

Ich gehe davon aus, dass dieses Auto von diesem Besitzer tatsächlich im Zeitraum von 1997-2000 zugelassen wurde und du eine dieser Raritäten finden konntest. Auch ich hatte erst letztens Jahr das erste Mal Glück mit einem DIN H Kennzeichen. Glückwunsch zur tollen Sichtung!
