It says "Rückholdienst", which refers to the transport of injured or ill individuals from abroad back to Germany

I gathered it was one of those ambulances which transports sick German patients from foreign countries back to Germany.
I found a photo of the same amublance at the Bulgarian border, picking a patient up from Varna.

Wouldn't it just be easier for the injured person to receive the healthcare in this country instead of going all the way to Germany for it and the healthcare here is literally free
