Information still unknown, reintroduction still has not been officially submitted by local authorities. We should wait for results.
HSK will remain as default prefix, as well as in other districts approved reinstating old prefixes.

There is no issue with having 4 codes. There are districts like Göttingen (GÖ, OHA, DUD, HMÜ) that have 4 codes since reintroduction of old codes. Same would probably apply for HSK + 3 "new" codes.

You can also mention Mecklenburgish Lake District (MSE), having 8 optional reintroduced codes.
