Plates for Dutch trailers are white when they use the same combination of the pulling vehicle. When they weigh more than 750 kg they have regular Dutch plates (Yellow with euroband) starting with 'W'.

I think it's from Varna In Bucharest the B is bigger and closer to the euroband.
