I used to work in a car company in Germany and I used to put these "06" plates to the cars while driving from Spain to Germany or even to move in Germany. I had to put an information about the car, VIN, etc into a special small book which comes with the plate. The company where I used to work had two pair of plates. As far as I know, these plates belong to a garage, but I'm not sure for what amount of time, I can ask. So, each garage has their own 06 plates and as soon as you use them properly, you can transfer them to another vehicles unlimited amount of times.
