I also found the site. Just a little bit too late. It's very useful! We should make a list (if there isn't one already) of all these sites where it's possible to check information about the cars with knowing only its licence plate. I know the Finnish, Swedish and Estonian site but there must be more.
Also could you change the model from M6 to 6-series because I don't have the right to do that yet.

Bulgaria - http://eisoukr.guaranteefund.org/ (There is a few tricks here. If you search in the plate on the main page, it will give you information about the car's insurance, and it will sometimes give you the VIN of the car in certain situations. But if you go to "Frontier insurance check" on the right and search the plate there, it will always give you the VIN if you are searching the car's current Bulgarian license plate. Then you can use a VIN decoder such as https://www.vindecoderz.com/ to get info about the car's make and model!)

You can also reverse search the VIN on the main page to see if the car had different Bulgarian plates in the past.  :D

The UK - https://www.vehiclecheck.co.uk/ - only main information about vehicle; https://cazana.com/uk - complete information about date of first registration, the mileage of the vehicle etc. Earlier they give a full information about timeline, but now you have to buy for viewing
The Netherlands - https://www.autoweek.nl/kentekencheck/ - detailed information about the vehicle, including the cost of a new car at the time of registration  :D
Slovakia - https://stkonline.sk/spz - information (including VIN) about the most types of vehicles; https://www.seka.sk/overenie-vozidla - information only about a vehicles which pass technical checkup. Earlier this site give an information about the mileage
Kazakhstan - http://eisto.kz/ - you can use it only after creating an account; after this, you can get quite a bit of information about the car (only make and model of the car), but this site can help to distinguish fake Kazakhstan number plates from the real ones)
Spain - https://www.oscaro.es/ - only main information about the car like make, model and engine (and sometimes about body style)

In fact, in Russia we have a lot of sites where you can find an information about the car. Here are the most popular ones:
https://avtocod.ru - detailed information about the vehicle. If you search by vehicle plate, you can see the vehicle plate in the upper right corner which is differs from entered - in this place in the most cases the current license plate of the vehicle is displayed (there are some errors sometimes, usually when you find an information about a car which was registered in the '90s). If you search by VIN or by Frame (for Japanese Domestic Market cars), the vehicle plate not fully displayed, but you can buy an report anyway, where you will have the most detailed information about the car and everything that is associated with it  :D
https://avtoraport.ru/ - the same site; you can see the detailed information about the vehicle + the color of vehicle. Funny thing - if you search a car by numberplate, the information about it in the report (in the second line on the left) wasn't fully displayed  =) Besides you can buy a report with the most detailed information, but there is one feature - this site don't have an information about a cars without VIN (JDM or Oldtimer cars)
https://avtobot.net - this site have an information olny about a cars with VIN too + it have an information about last checkups of the vehicle. You also can buy full report.
https://adaperio.ru became the first site in Russia, where you could get such information. You can search an info there by numberplate or VIN, but there is only a bit of information about the car (make, model and a year of issue). The main disadvantage in that this site don't update the database since spring of 2015  :(

You can find out the VIN of the vehicle by search an information about a car by license plate on the one of dozens of sites about car's insurance. For example, https://проверкато.рф - if you entered a numberplate on the second line, it give you an information about the last insurance in the third line of the report (of course, only if this vehicle have an actual insurance!)

This is the official danish vehicle registry. You can search on full current/last registration, vin as well as vehicle-id (a unique number assigned to every danish vehicle). Reports are extremely extensive and - very important - you can do historical tracking, going back in time to any selected date to view the state of the vehicle on that date. The only major drawbacks of this site is poor info on mot/tests and vehicle ownership, everything else is really good.

You can search on full current/last registration or vin This site also gives extensive reports, but doesn't have historical tacking like the site above. The into on tests/mot is better, though (including a map showing the locations of the tests through the years), and if there's debt on a vehicle you can also see some degree information about the debitor. Until a few weeks ago, this was the site to use if you didn't know the current/latest registration of a vehicle... if you entered an expired plate, it would instantly give you the current/latest one. Unfortunately this function is currently not working. This may be temporary or permanent... no announcement has been made, it simply says that the number could not be found.

You can search on full or partial current/last registration or full or partial vin This is the only search engine that will allow the use of wildcards, so if you know most of a plate or most of a vin, this is the only place to go. Unfortunately the search function is very "wobbly" so quite often the search will simply stall searching forever without producing any results, especially if you're using more than 1 wildcard, and the search window also has a 250 vehicle limit, so if a search yields more than 250 results, only the first 250 will be shown. There is also a simple search, where you enter the full plate and get an instant result - this function is very useful if you - say - want to go through plates from AB12345 to AB12389. Because the results are instant and the entered digits stay on screen after each search, it's a very quick method, since you only have to edit one digit to do the next search. The reports are not very extensive, but, as mentioned, if you need to use a wildcard, this is the only option and once you've found the full number, you can continue the search on one of the other sites. Oh, and you can also do some obscure searches for specific results, like you want to find all 1965 Ferraris currently registered in Denmark etc.

You can search on any full registration, current or obsolete or full vin Since the second site on this list is currently not able to search on obsolete numbers, this is the only site left where this is possible. If you enter a plate, the site will show the current/latest plate of that vehicle along with the vin and various mot/test reports. Not much else, really, but it can be a real lifesaver if you have an old photo and the car on the photo has changed plates since you took it (and plates change often in Denmark!) - The downsides of this site are, that it takes a few days to update and also the servers are almost constantly overloaded, so it's not really very stable. Also (probably because of the overload situation), they have recently placed a quite strict limit on the number of searches you can do "in a row" - I don't know the exact number, but I think it may be as low as 3-5 searches, after which you're told that you've used your allowed quota and should return later. So you can't go through a long list in one go, and because of the limit you can't really mess around and "have fun" looking up random numbers.
There are also a couple of other sites, but these are the most important and should cover all needs. To sum it up, under the following conditions you should use the following search engines:
Example a - you know the current/latest registration or the full vin and want the widest selection of data - solution: use site #1

Example b - you know the current/latest registration or the full vin and want info about tests/mot or ownership - solution: use site #2

Example c - you know a partial current/latest registration or partial vin - solution: use site #3

Example d - the other sites can't find the full registration you're searching for, meaning that it must be obsolete - solution: use site #4
