I'm Israeli and I struggle with Arabic letters and numbers, and I guess that most of the Jewish population is like me. Usually when actually you see an EG plate in the country, it's a diplomatic car because getting the CD plates. This photo specifically was taken in the Holon DMV parking lot, so most likely it was about to get CD plates.
After waiting for couple of minutes, the driver put the CD license plates into the trunk. Usually, they drive with the CD plate on top of the EG plate.
Juterman Major_Katz It's not precise, personally I never spotted EG plate in Israel, it's considered to be very rare - Jordan is more common Israel and Egypt have a border. So, I assumed quite common presence of Egyptians in Israel.
We have a border with Sinai Peninsula part of Egypt. it's like abandoned land. Probably majority cannot afford any visits to Israel. The only Egyptian vehicles that were spotted in Israel belong to diplomats or Israeli forces in Sinai under disguise when they come back to be checked in a garage that has a contract with ministry of defence in Eilat.

There aren't any Egyptian tourists because they still dislike Israel and the Egyptian government makes them go through various hoops before they can visit Israel so even those who want to visit Israel are deterred by the amount of bureaucracy they have to go through
