Yes, you can add it. As SSE4 said, Lloret de Mar is in the province of Girona, and Barcelona is in the province of Barcelona.
Similar thing happened to me when I wanted to add a photo of a Ferrari F40 taken in Torrejón de Ardoz, but in the website existed another photo with the same car, spotted by m-ast in Oviedo, so I asked Jore if I can add a duplicate of the photo and he said I can do it because my photo was taken in another province.
Conclusion: the region doesn't matter when you add a duplicate of a photo taken in the same region as the duplicate, it matters the province where you took it.
