It is US-Spec! (just look at the plate mounting, additionally its VIN is indeed American).

It's quite frequent for servicemembers to get their cars fixed with Euro parts in Rota. These headlights are deffo aftermarket. Also, servicemembers are for driving like maniacs in Rota so accidents are quite common with them lol

They can't unfortunately, unless the imported car is 25 years old. US servicemembers don't get any different privileges compared to civilians. Hence why they tend to purchase USDM cars while stationed abroad in-base (UsedCarGuys.net & Patriot Autos are the most notorious ones!)

The plate mounting would really tell much or anything, but if the VIN is for american cars then, it is.
