Yes Dervish its "Unidad Militar de Emergencia", and BIEM III means this is from Valencia.

There are five different BIEM units in Spain, here you have all the information

The emblem is the Coat of Arms of the UME. It says "Perseverando" - something like persevering and "Para Servir" - to serve.

Thanks for explanation! In Russia we have similar units, but this units not included in the strength of Armed forces. This is a separate branch, named EMERCOM of Russia (http://www.mchs.gov.ru/eng/ ).
By the way, ex-minister of this Department now headed Moscow region
