Interesting!! These are allowed automatically in Finland, Sweden, Norway and Denmark, bug apparently you need to get special permission by local authorities in other countries.
This is actually the fourth one I've spotted now, all since May of this year. Before that, I have never seen any of these. That's either coincidence or something has changed this year
