I was only 10 years old in June 1998!
School trip to Paris and other regions.
Scan of old photo (I used a disposable camera).
I remember trying to get a photo of a black plate and a white plate - I have always been interested in plates my whole life!
I don't know the exact location of these photos, maybe Rouen ? But almost certain it will be in the Seine-Maritime (76) region.

You are not alone. On the 37,000,000 cars in France in 2009 (including maybe 400,000 black plates), there are only 450,000 FNI remaining at this day. Time flies by so fast...

The amount of FNI still in service will go down anyway to 50,000 within 2 years. However, the law about all-SIV has been abrogated
Those who want can keep their plates undefinitly !

I'm very happy to read this! I like the FNI plates much more than SIV. The region codes are real

The lowest still in the database is the 3109 PE 76 from 05/28/1990, yours is from 07/09/1990.

Autorigin gives the first date of registration, in your case this R5 was licensed brand new on the 17th of october 1986.

On the new SIV if you buy a car from a different region (or the same region), the plate number (AB-123-CD) stays with the car for life? Or you register with a new number? I know the region codes are now just for decoration.

Exact. Even if the car is exported then goes back to France, it
theoretically takes back the same plate. The only way to change a SIV number is to report an usurpation, then your car is been assigned a new number and the previous one is administratively deleted.
