    This car is still registered in France and there is no public database for such informations.

    License plates with a red backgroud and a validity date on the right are for temporary transits (tourists) and for temporary importations (foreign workers who come with their own vehicle). The license plate number is the definitive one and need to be remade on a classic license plate with white backgroup and blue band on the right when the TT or IT usage is lost.

    Great info, I was curious about it as on holidays I saw a lot of red plates here, and also this year I've seen one continiously all the year but couldn't catch it yet.
