Although only departments and regions are legal, French drivers can put whatever they want on the right band, no matter where you live (just look at Corsican plates in the Île de France region!). I would love to put a random Overseas Collectivity such as Wallis and Futuna on my plates if I lived in F, even though that territory does not follow the SIV system
