If someone knows, why are some FNI plates yellow and some white?

The yellow plates in back in the FNI have existed since 1963 and became compulsory (white at the front and yellow at the rear) in 1993. But from 2007 you could choose between white or yellow at the rear, there was no longer any constraint on this subject. Then in April 2009 the SIV arrived.
